Dashboard Footer hide feature? #184

The Footer hide feature is permanent (until page reload). First off, I expected the ... icon to represent additional options instead of hiding the footer -- is hiding the footer the expected functionality?

@lfrancis @lizzycederberg yeah the ellipsis button should open a menu with other options, and that menu should contain a close button. additionally note the style of the ellipses menu button, icon should be placed in a shaded circle. https://invis.io/9TZ6PINKVMX#/428901956_Mobile_Editor-_Toolbar_Menu Designs on Invision:

These look great. The only note is that I don't think we need the little half-circle progress indicator anymore since all guides are technically published now. @danielboggs
