Created example file using BLCC FEMP Energy to test the API: input_blcc_femp_energy.txt .

Created 3 additional example files using BLCC to test the API covering a range of analysis types and underlying assumptions to handle: financed energy efficiency projects using nominal dollars, non-energy projects (buy vs lease using real dollars and OMB discount rates), and MILCON ECIP project based on reported combination of cost savings and initial costs using real dollars with a different base and service date. Compared to EOY discounting for now. Last two require mid-point discounting to fully validate to BLCC examples: input_blcc_milcon_ecip.txt input_blcc_omb_nonenergy.txt input_blcc_federal_financed.txt

Created a manufacturing example file based on NIST AMS 200-11. This will need to be updated when IRRSummary is available input_manufacturing.txt .
