After consulting with NIST voting security colleagues, we decided to remove the W3C digital 'Signature' element from ElectionReport, and they are in favor of pushing a more general digital signature capability for signing messages and reports using PKCS#7. There will be a thread about this on the vvsg-cybersecurity mailing list. This change makes it possible to generate XML and JSON from the model without having to do subsequent tweaks to the generated files.
Sam's last upload added changes to Counts to reduce ambiguity in results. In addition to the removal of Signature, I added the following outstanding changes to the files just uploaded:
