This bullet should be added to the non-technical capabilities

I cannot find where this bullet is in the technical documentation, it might have been removed in an earlier pull request. I think it can go into device security for the non technical documentation under "Policies and procedures govern the protections and safeguards for IOT device documentation as required, in accordance with the organization's risk management strategy."
