Move bullet about levels of device functionality to Secure Device Operation

There is a bullet in Secure Execution that reads:

• Ability to authorize various levels of IOT device functionality

Potential issue to move this bullet to a different sub-capability of Device Security--Secure Device Operation. There are some bullets in that sub-capability that refer to various operational states of an IoT device. Perhaps this bullet fits better in that sub-capability.

This bullet may also need some clarifying. I'm not sure it's completely clear what it means--how it differs from the existing bullets in Secure Device Operation that refer to various operational states of a device.
