Update to OpenCV 4.5.4 #318

4.5.4 causes the CTS to fail. Investigate.

Seems like the failure was a result of a CI failure, not a CTS failure. CTS passes locally on my machine. Closed #319 and reopened as #322 to force a rebuild.
