Update to OpenCV 4.5.4 #322

Closes #319. Also closes #254 (unrelated, but this is a good spot where the cache is already blown).

CTS passed everywhere except Windows 2022 and macOS 11. This is because #321 was merged before this build, meaning no Windows 2022 and macOS 11 builds had been created yet. Because it works elsewhere, we will merge after sequestered evaluation, and fully expect no differences on GitHub runners.
