Missing CBEFF Identifiers for Histogram Bins #329

CBEFF identifiers were added for mean and standard deviation of features, but the histogram bins were not added. How should we add/name these? The CBEFF identifier in ISO/IEC 29794-4 is specified for the collection of all 10 bins.

This is overcome by events and will closed.

While ISO/IEC 29794-4 does specify that Q_LCS, etc. represent the set of histogram bins, the CD specifies that the CBEFF identifiers apply to the quality components of mean and standard deviation.
