This PR does a lot more than allowing OpenCV to link static, and greatly modifies the build system to be specific to your environment. We will certainly need to reject this PR as-is, if for no other reason than it removes building the NFIQ2 command-line interface, which is a critical element of this project.
(To tag some issues, tracking OpenCV 4.8 is referenced in #348 and switching between static/dynamic is #56.)
