Missing documents as encoded by IETF

In migrating IETF's bibliographic data of NIST documents (https://github.com/ietf-ribose/bibxml-service/issues/131), we discovered the following documents are missing from the database:

reference.FIPS.146.1988.xml: FIPS 146 (MISSING FROM DATASET)
reference.FIPS.146.1990.xml: FIPS 146 (MISSING FROM DATASET)
reference.FIPS.161-1.1993.xml: (MISSING FROM DATASET)
reference.FIPS.180-1.1994.xml: (MISSING FROM DATASET)
reference.FIPS.180-2.2002.xml: (MISSING FROM DATASET)
reference.FIPS.186-1.1998.xml: (MISSING FROM DATASET)

In addition,

• The entry of FIPS PUB 46 contains wrong metadata. The current entry points to "Federal Information Processing Standards Publication: NCSL bulletin" (which is also the linked file: https://nvlpubs.nist.gov/nistpubs/Legacy/FIPS/fipspub46.pdf) published in 1990.

  • However, FIPS 46 was published in 1977 as "Data Encryption Standard". The correct file is provided at the CSRC: https://csrc.nist.gov/CSRC/media/Publications/fips/46/archive/1977-01-15/documents/NBS.FIPS.46.pdf

• The entry of FIPS PUB 146 is missing. As you can see here: https://nvlpubs.nist.gov/nistpubs/Legacy/FIPS/fipspub146-1.pdf

• There is FIPS PUB 146 published in 1988 Aug 24, but this entry is not in the database

  

• NIST SP 500-214 exists (https://www.nist.gov/publications/stable-implementation-agreements-open-systems-interconnection-protocols-version-7), but it is not available in the database

• NIST SP 500-20 exists (Edition 2: https://csrc.nist.gov/publications/detail/sp/500-20/archive/1980-09-01, Edition 1: https://csrc.nist.gov/publications/detail/sp/500-20/archive/1977-11-01) but both are not in the database
