On https://pages.nist.gov/NIST-Tech-Pubs/FIPS.html there are two entries of "NIST FIPS 54-1":
The first entry is indeed "NIST FIPS 54-1": https://nvlpubs.nist.gov/nistpubs/Legacy/FIPS/fipspub54-1-Jan15.pdf
The second entry ("NIST FIPS 54-1-Jan17") is actually "ANSI/AIIM MS5-1991": https://nvlpubs.nist.gov/nistpubs/Legacy/FIPS/fipspub54-1-Jan17.pdf
While the content of "ANSI/AIIM MS5-1991" is approved as "NIST FIPS 54-1", they are published as separate documents and should not share the same identifier. It should not be labeled as a NIST series document.
