Missing bibliographic information for FIPS PUB 4 (1968)

From https://github.com/relaton/relaton-data-nist/issues/6#issuecomment-1171190156 the IETF has a bibliographic reference to FIPS PUB 4 (1968):

From the NIST Tech Pubs site, we find FIPS PUB 4-1, which "Supersedes FSPS PUB 4": https://nvlpubs.nist.gov/nistpubs/Legacy/FIPS/fipspub4-1.pdf

So this document definitely exists, but is not entered.

We would like to request addition of this bibliographic item to resolve the following issues:
