MARC/MODS data source: New LCIRC 1040 DOI unreachable #45

The https://pages.nist.gov/NIST-Tech-Pubs/LCIRC.html lists this particular LCIRC 1040 as accessible from 10.6028/NBS.LCIRC.1040.

However, in the new MARC/MODS dataset it is listed as:

But it is not accessible:

Since this is actually LCIRC 1040 Revised in 1962, the MARC/MODS data should really express that it is "Revised in 1962".
