When first reading the document it was not clear to me how to interpret the information in the "Values" / "Recommended Values" columns.
At the same time I appreciate that agreements about (Recommended) Values are to be agreed, as per the "Allowed Values", as indicated in section 3.1.2.
The report seems a bit ambiguous whether it's open for RP/APs to agree on allowed/recommended values versus prescribing allowed values.
