March copy edit #73

Merged Ellen's changes into my fork and got rid of some weird merging that was created to resolve the conflict, so this should now be good to go. Other changes include ensuring consistency between tables and texts, between metadata.md and the exec. summary, and for acronyms throughout.

Only thing that will still need fixing is the references. Ellen updated A-130, but I couldn't find current links for the FICAM Attribute Management Roadmap and the OIX Attribute Exchange Trust Framework. The dates for 800-63-3 may also need to be updated.

Also, not sure if you want to update the "comments on publication"/public comment period material in the front matter.
