As an OSCAL user and community member, I would like to have a page for OSCAL blogs where I could find, in a central place, interesting topics introduced by NIST team or by community members.

An initial blog could describe all OSCAL website updates and repositories restructuring. Community members could submit proposals for blog topics by using a simple form and selecting one of the available dates.

This is a duplicate of #43 (which was a transferred issue, originally usnistgov/OSCAL#1911). I will close this as a (now) duplicate of that issue as I was reviewing this repos issue backlog and caught this after I transferred the original issue from the OSCAL repo before.
