Update blog archetype to add markup pointing to RSS feed #46

We should update the archetype for blog post content in ./src/content/about/blog to ensure that the HTML markup in the footer or somewhere convenient mentions the ability to subscribe to the OSCAL site's RSS feed for site updates.

At 10/5 Triage Meeting: @nikitawootten-nist create newer archetype. The current List archetype that we are using aren't compatible with RSS feeds. @aj-stein-nist and @nikitawootten-nist will work to refine the issue.
