Added a link for the discussions to support the effort OSCAL DEFINE.

The only change I had main was to point it to main (or alternatively a content release) since our contribution guide for this repo points out develop is for site code changes and less so content, but I am happy with the change. I will get the rest of the @usnistgov/itl-oscal team a chance to way in, per discussion in standup today.

Also, had to rebase, but this is good to go with the approvals, merging and pushing to the website. Thanks for the contribution.
