move Config.bldr.txt and Config.gburg.txt files into the testing directory #129

As suggested by Ranga, I will move Config.bldr.txt and Config.gburg.txt files into the testing directory so that it is more obvious that these files are just used for testing. I know that Bo thought that these files were used as configuration files (rather than using the MongoDB sysconfiguration database). So, putting these files into a testing directory will make things more clear for new users coming to our project.
