Plot Value Mismatch

The value displayed between the y-axis and the popups for the Occupancy plot are different. i.e.(yaxis-{25,50,75,100}% popups-{.2,.5,.7,1}%).

Some of the Occupancy point lables returned 0% occupancy even though they were plotted at a higher value.
