Update Java JDK compiler configuration #227

Java JDK 8 is required to compile NIST HL7 FHIR(r) Toolkit Release 4.2.0, update Maven configuration to compile using newer JDK.

Backend IHE MHD simulator API Maven dependency should be updated as well.

Compiles and unit tests pass in JDK 16 JDK 16 build fixed in 9409b405e04aceff2b2677c5fcfa1f581d0b77fb
