Update energy cost tables #57

Update the data tables with new data for which Purav has automated the process. Let us know if there is any formatting changes you want. You should have data for 43 years, which is what is needed for the max options in BLCC. I will add the new data here once its validated. Should be any day now.

Luke, here are the data tables with both 2023 release year data and 2024 release year data for the reference case. I also added another case (lowZTC) for the 2024 release year to test an extra case in the tool. Replace the "Low Renewable Cost" Scenario (LRC) with "Low Zero-Carbon Technology Cost" Scenario (lowZTC). BLCC Data Tables_Combined_09092024.xlsx
