The experiments form is a stepper form that can be simplified to a regular form. Also the edit plugins form can be simplified to a dialog.

Definition of Done

[ ] Remove experiment stepper form and use same form format as other form pages.
[ ] Remove plugins edit form page and replace with dialog.
