[BUG] Fatal error in "internal" value set (PHINVADS) #1340

Describe the bug I'm getting a FATAL error, but since this is a value set coming from phinvads, I cannot fix it

To Reproduce Steps to reproduce the behavior:

  1. import PHVS_LabTestName_ReportableConditions valuse set (as is)
  2. run verification and/or try to export as XML

Expected behavior user should not have fatal errors that he cannot fix. phinvads value set should not contain fatal errors.

I still see FATAL errors in some PHINVADS value sets, so this one is still active. image.png
