Importing large value sets from PHINVADS #557

I have the option of importing codes from large value sets, but then the codes are not imported. Either we disable this option, or we do import the codes.

I think we set the limit to 500 codes - so I would just disable the option for anything larger than 500

I did not set the limit yet. I will do, The way we import from Phinvads may change we will have the vocabulary service.
