Can't create Complex CS using EXIST #859

@robnist @carolinerosin We are having an issue stating a co-constraint where duplicate OBX are needed. Old IGAMT does not support. We are using the following CS to capture the requirement.

Now, for testing purposes, I am testing the same CS in IGAMT-2, but I can't create the CS because the declaration "is valued" is not available.

Hossam indicated that is a question for Rob and Caroline, Should he extend the CS language so that I can add it to the editor?

@robnist @carolinerosin also to include in the discussion, when I use the declaration "value X drawn from code system Y" in en EXIST proposition the CS does not appear in GVT. Hossam indicated that validation for this one have not been discussed and is not getting exported.
