Hmmm. The test session feature has always worked that way but you are right it is not the correct operation for the conformance tool. We need a new definition of what test session means. It is a little awkward to think about. Currently "all tabs" share the test session setting. What is need is "sometimes the tabs share -sometimes they stand alone".
BTW - to get the operation you desire right now, launch a new browser tab. That should get localized control of the test session. Might require separate browser window or diferent browser of some OS/browser types. The key thing is that they don't share HTTP browser session id.

When in Conformance Testing, I have already selected a testing session and the software creates the environment for me. If I add another testing session by using the control at the very top of the page, the toolkit does create the session. It also surprised me by switching my testing session in the Test Context Environment to that new session and created all of the simulators that I needed.
Hmmm, if I do not have that conformance testing tab open, that top control will likely just create the new session and stop.
I opened three separate conformance testing tabs (three different actors). Only 1 can be active at a time (according to Newton's 2nd, 3rd and third laws and the Heisenberg uncertainty principle). With that one tab active, I created a new testing session using the control at the top (rsna). Immediately and without fair warning, the software switched all three tabs to that new session and created simulators to support that testing (see screen captures). This might be exactly the behavior that you want. I am just asking if this is indeed where you want to take this.

This issue is mitigated somewhat by the use of multiuser mode. The issue still exists but it's harder to get into a situation where you care. Still needs more looking into.
