Create auto-update feature

This is proposed to help update toolkit to a new version.

Typically a user want to keep their existing External Cache contents. But, sometimes that content is not compatible with the updated toolkit. Right now users are left to puzzle this out. Instead this feature would add:

• Detection of new version (as compared to EC)
• Scan system configs, sim configs, logs for compatibility and isolate the data that will not operate with the new version.
• Maintain in the EC the version of toolkit running and a shadow copy of toolkit.properties.

On launch of toolkit UI:

• Check for upgrade (war and EC disagree on toolkit version)
• Then if upgrade...
• Open toolkit tab to display log/interact with user
• Prompt for EC location
• Install old toolkit.properties from EC
• Update it with "new" properties created in new release and report on updates made
• Scan system configs, sim configs, logs for compatibility and report
• Update toolkit version in EC
• Save newly updated toolkit.properties in EC

We should collaborate on my ideas for #455 that would allow the toolkit.properties to live outside of tomcat (not force it to live outside, but allow it). I will get a branch with that working so you can see the changes.
