Make Actors/Profiles/Options in Conformance Tests View Configurable #534

The file ConfTestTabs.xml controls the list of actors/profiles/options the user sees in the Conformance Tests view. XDS Tools ships with a standard file, and the software reads that file.

Similar to adding other testkits, modify the software to look in the external cache for this file under different environments. If the file is found, substitute this view for the standard view.
