These changes bring in the testing for what I call IGX and RGX actors. The orchestration for these assumes much less than for the IG and RG actors.
No one will see these conformance tests unless they update the conf...tests-tabs.xml file. I would recommend we not take that step until I have written some baseline tests for those actors.
For now, this code will be used for Sequoia Project testing.
