Proposed Change:
After looking at the countermeasures for several threats, it is obvious they are not all directed at the same audience. It would be good to indicate who the countermeasure would be implemented by, such as the device user, enterprise IT, device manufacturer, or cellular service provider.
Justification:
It would make the catalogue a lot more usable by helping the reader to focus on the countermeasures that they are able to implement.
