ODD-939: Classify MIDAS-provided references as "IsSupplementTo" #164

This PR is one part of the solution addressing ODD-926, "Data Supplemental Paper Reference" (especially sub-task ODD-938). Its aim is properly label references added via MIDAS by default as articles most closely associated with the dataset so that they will appear properly as such on the landing page. It builds on oar-metadata PR#44 which handles the actual labeling of MIDAS-provided references; this PR merges DOI-enriched references into the NERDm metadata as part of the publishing workflow.

See oar-pdr PR #165 for details on testing this PR in concert with its related PRs in support of ODD-926.
