Cleanup old versions of new tools #37

At the top level of the repository are a couple of folders representing project work now superseded (by projects elsewhere).

Let's remove these. Probably users have moved on, and if not, we can help them.

[x] Remove folders containing work that is superseded or available elsewhere (consider folders cli, json-cli, and demo).
[x] Update the top-level readme to direct users and readers to these other OSCAL Tools resources
