The Pages site is no longer "draft" as after this PR, we do not expect it to be actively maintained until we next have materials to add. While this could be soon, the date is uncertain, in keeping with the maintenance model now described on the "About" page (which might be described as the "always finished" model).

In addition to removing the draft banner, this PR includes a number of updates to contents, many of which address issues clarified by this analysis.
Each project (as described in those updates) is also expected to have its own maintenance model and schedule, explicitly or implicitly. We can maintain this going forward.
