As part of https://github.com/usnistgov/oscal-cat/issues/12, we need to add a description of the OSCAL CAT project that will link to demo deployment of the application.

Per discussion in weekly status meeting, we need to add copy around the following in the page (maybe mirror it in the oscal-cat README as well):

[ ] Specification of maturity level (i.e. is the software still being developed,, are you expecting feedback on performance and usability, is the project completed)
[ ] A communication to users of your intent to provide (or not provide)
