Configure OSCAL CAT Deployment in OSCAL Tools Repo #59

As part of https://github.com/usnistgov/oscal-cat/issues/12, to complete the full CI/CD release process, we will need to make appropriate configuration in this repo.

[x] Choose between the use of automation user oscalbuilder or deployment key (write-only specific to this repo)
[x] Determine proper location for file deployment and asset bundling

Turns out that the deploy key won't work with our current method, so back to PAT it is (will need to sync with @david-waltermire-nist to set up an oscalbuilder PAT for the final release of the CI/CD work on the oscal-cat side). I am not 100% clear there is any remaining work on this side in oscal-tools. If not, this issue will be quickly closed with a note and/or status update.
