Add description of OSCAL-deep-diff #62

OSCAL-deep-diff is a tool developed by NIST to compare OSCAL artifacts. An OSCAL-deep-diff entry in OSCAL-tools would make it easier to find.

Goals:

[ ] Create a tools page with a short description of where to find the tool and any associated documentation.
