Using this repo as a submodule: shake out, test and document

To facilitate reuse of resources such as XSLTs stored in this repo, one model is to use it as a submodule in another repository. Candidate repositories for this include internal repositories at NIST that use stylesheets maintained here.

Users will find this easier to do if we (a) encourage it by explicit policy, and (b) provide pointers on how to do this. This can be done either in readmes or (maybe better) on the Pages site.

Goals:

• [ ] Determine whether this is a robust (viable) model for deployment
• [ ] Prototype and test such a deployment (an internal site is fine)
• [ ] Document how this is done
• [ ] Make a PR with updates to this repository and/or site, with the documentation.

TBD: does this repo have a modular dependency on the OSCAL repo? Is this a problem either here or in deployment?

NB: long term this site may have submodules of its own such as generic tools (usnistgov/xslt-functions).

Also: other models for code reuse could be tested and described besides git submodules.

Several approaches can be taken and they are not mutually exclusive.
