Addresses #77.

New banner warns of archived status with links
code in xslt subdirectory was removed - see repositories at usnistgov/oscal-xslt and usnistgov/xslt3-functions
readmes edited accordingly

@aj-stein-nist the revised banner.html is actually in the uswds submodule - advice?

\oscal-tools\docs\themes\uswds\layouts\partials\components\banner.html will be the file with the change.
