namespace issue #20

It looks like the scapval tool for version 1.3 is looking for a namespace that is no longer at the original URL. In my thinking, if the tool is to work, the one of two things should happen.

  1. Place the 1.2 namespace back at http://scap.nist.gov/schema/scap/source/1.2 or
  2. Modify the scapval tool to look for the namespace at the new location by the appropriate URI (was it moved to github?).

According to 800-126 r2 and r3, the ds (datastream) namespace should be http://scap.nist.gov/schema/scap/source/1.2 being that it is just an XML namespace it doesn't necessarily have to be an active web URL
