Add function descriptions to BT #49

Add high level core function description of selected function to Cyber Framework Browser tab. This will require:

  1. Refactoring core2dita.xsl to enable generation of function DITA topic files without generating all the other files.
  2. Adding the function topics as model instances. Adding an output control for the selected function's shortdesc, with a "more" trigger to show the body paragraph(s)
