BT user guide update #50

The user guide is badly in need of updating. The following immediate issues need correcting:

  1. Some examples and screen shots are out of sync with latest CSF and new 800-53 database.
  2. Local installation instructions should assume HTTP server.
  3. No more priority levels.

Longer term issues will eventually need documentation corrections:

  1. Refactoring (standalone CSF/800-53 browser)
  2. Baseline-centric UI.
  3. OSCAL support.
  4. SP 800-53r5
