[WIP] Revert swidval dependency

This patch series potentially fixes the build issue in Issue 7. Another error arose when using the built swidval jar, which might or not be related. This PR is being filed to trigger CI and see if CI also raises the same issue.

The unit tests failed in the same manner as PR 6 (an uninteresting matter related to artifact signing), which tells me another test needs to be written to catch the OptionValidator import error noted on Issue 7.

@david-waltermire-nist , the GPG signing-key issue is still present and seems to be the sole cause of CI failure.

The backing issue was closed a while ago, and I just noticed didn't cascade into closing this PR.
