Clarify License #32

Hey everyone

This little library has found its way into various places, and I'm now looking to package it for conda-forge (in the context of the anserini stack). To do that, we need to know the license that the code is under however.

Could you please clarify the terms of repo?

PS. The latest git-tag says v9.0.8, but the version in the Makefile and build.bat is still set to 9.0.7.
