Windows Installation Issue

Hello! I am trying to install trec_eval on Windows. I have followed the instructions in the README.windows.md file. When I run the make command, I get the following error:

Quite a long error :( Downloading cygwin and compiling trec_eval from a cygwin terminal did not work. I want to try compiling trec_eval using the alternative VScode route outlined in the README, but the link provided in the README file does not work. (Here is the link) I am at a bit of a dead end. I would really appreciate any help! Thanks in advance, and please feel free to contact me for any further clarifications.
