Also added CONTRIBUTING.md and made README.md minimal, since basically everything is in ReadTheDocs.
Once this (and #3) is approved, I plan to merge dev to master (and delete dev), set the version to 1.0.0, upload new compiled libraries and start looking at getting CD working so it is easier to create new versions in the future.
