Are electronic submissions allowed only via email to the clerk of the court or directly into the system?

At present, incoming petitions may only be submitted on paper. After a case is initiated, motions and certain other documents can be electronically filed directly into the System. The Court will include user stories in post-award sprints that will add functionality to allow online submission of petitions (case initiating document).
