Need System Monitoring Dashbard #371

As the Tech Lead of the Court I need to know how the system is performing

Acceptance Criteria

Elasticsearch cluster with information indexed from:
- Lambda Function logs (both activity and any JavaScript errors
- Lambda Health, Elaticsearch Health, Database health, other helpful system health?
Configurable Kibana Dashboard that relays that information

Some desired metrics:

petetions filed
pdfs of type uploaded
logins by type of user
new users
cases
- served
- closed
- opened
- QCed
users trying to abuse the system
- calling endpoints that they shouldn't
- brute force attempts
messages
- sent
- responded to
documents
- signed

Mike mentioned during a meeting today that lambda execution duration would also be good to see. It is reported through a Cloudwatch Metric automatically.
