Bugfix: Do not attempt to sign user out if clientNeedsToRefresh is true #5391

Since merging to test, the bug seems to be fixed. Example: In the following video, both tabs need to be refreshed. I refresh only one (X) and leave the other (Y) alone. Y no longer tells X to refresh after I sign out of X.
