Routine updates:

[x] Update Package versions (excluding caveats)
[x] Update Docker image in flexion/ustc environments (to 4.3.12): bumped AWS CLI version and cypress/browsers node version
[x] ~~Update AWS provider for Terraform~~ Not needed
[x] Run PDF tests
[x] Migration (experimental1)

Idiosyncratic updates:

Remove artillery, which we no longer use
The above removal highlighted the use of two transitive dependencies (mea culpa!) in TextEditor.tsx (htmlparser2, dom-serializer), which I made explicit dependencies in package.json
